- Biography
Kim Hoyt is a senior research associate at the Center for State and Local Finance in the Andrew Young School of Policy Studies. Her work focuses on child welfare, social service system reform, program and economic evaluations of social services, and the professional development of minorities in academia.
At the Andrew Young School, Hoyt directs the Kenny A. v. Deal Consent Decree Monitoring Project, which assesses the compliance of Fulton and DeKalb County’s Departments of Family and Children Services with the terms of a federal consent decree. In this role, she oversees data collection, management, and analysis to support accountability and policy improvements in child welfare services.
Her research has been published in Research on Social Work Practice, Journal of Evidence-Informed Social Work, Journal of Human Behavior in the Social Environment, and the Journal of Public Child Welfare.
