Utsav Kumar Singh
Visiting Scholar- Biography
Utsav Kumar Singh is a visiting scholar at the International Center for Public Policy (ICePP) in the Public Finance Research Cluster. He completed his PhD from University of Delhi and is co-founder and Director of the Centre for Sustainable Development and Research (CSDR), a think-tank based in New Delhi, India. Before joining CSDR he taught economics at Shaheed Bhagat Singh College, University of Delhi. He was also an ICSSR Post-Doctoral Fellow (2019–20) at the Department of Political Science, University of Delhi, funded by the Ministry of Education, Government of India.
Dr. Singh's research focuses on comparative political economy, democratic institutions, welfare policies, and human development, with a regional emphasis in federal democracies. He has published two books from Springer Nature on pertinent issues of human development in the global south, and his research has been extensively featured in SAGE, World Focus, and Kurukshetra. He has contributed to policy papers for the Narcotics Control Bureau (Govt. of India) and occasionally writes for Financial Express, The Wire, and The Quint on governance and policy issues.
In addition to his research work, he consulted on alternate development programme for drug addicts in India, making a positive and insightful impact on policy making. He has been invited for talks at Georgia State University (USA), Ural Federal University (Russia), and the University of Pretoria (South Africa) and has been featured in Times Higher Education and Asianet Newsable for his insights on governance and policy.
