TECHNICAL ASSISTANCE AND RESEARCH
Every project at the Public Finance Research Cluster (PFRC) aims to enhance policy-making and governance through informed research, tailored technical assistance or robust capacity building.
The Center for State and Local Finance (CSLF) specializes in training public-sector financial professionals and delving into the complexities of state and local finances to gain insights crucial for driving regional development. CSLF's key focus areas include local economic development, education finance, budgeting and financial management, and tax policy reform.
The Fiscal Research Center (FRC) conducts empirical research to support Georgia's state policymakers and the State Fiscal Economist in addressing critical tax and economic policy issues, helping to gain a deeper understanding of fiscal policies and their impacts.
The International Center for Public Policy (ICePP) adopts a global outlook, engaging with public servants and enriching the dialogue on global fiscal governance. Through its research and capacity-building efforts, ICePP builds capacity and expands on policy research in fiscal decentralization, financial management, tax policy, and policy evaluation.
Key Research
Tax Expenditure Report and Fiscal Notes
Prepared annually for the Governor and General Assembly. The tax expenditure report details the cost of tax incentives like credits and deductions, while fiscal notes score the impact of bills introduce in the legislature that have an impact on state revenues.
Tax Preference Evaluations
Robust analyses on the cost and effectiveness of select tax preferences, such as credits, deductions, or abatements. The Georgia legislature annually selects several key preferences for evaluation, and the key concern is whether tax policy measures work as they are intended to.
Volcker Alliance Partnership
Improving budget practices and fiscal sustainability across the U.S. through research and public engagement. Over its near-decade long partnership with the Volcker Alliance, CSLF has advanced several research areas, bringing to the forefront the importance of fiscal transparency and the need for the use of public money to be understandable and accessible to the tax-paying public.
